The Microsoft way is to load IE, click on 'Tools' then 'Internet Options'. Now IE6 and IE7 differ slightly but on the 'General' tab choose Delete Browsing history or delete Cache.

IE7 has more options such as delete cookies too.

Although this deletes the cache it does leave the index file so, if you boot into safe mode and log in as administrator, then load Windows Explorer, open the C: drive and expand the folders 'Documents and Settings'. You will find a set of folders for each named user. Open your set and expand them out and look for a folder called Local Settings. In there you should find a number of folders including 'Temp' and 'Temporary Internet Files' - if you cannot see these then in Explorer choose 'Tools' -> 'Folder Options' then click the View tab scroll down the list and un-check the 'Hide Protected operating system files' **Remember to set this back later.

You should now be able to see and delete the contents of the Temp folder and then expand the Temporary Internet Files folder. In there you should find a folder called Content.IE5 - delete the entire contents. You may also see some folders with odd names like OLKD91 these folders can also be deleted safely.
