Could anyone direct me to a free program that will convert gif bmp and other formats into jpg? I've downloaded so many but they never seem to actually work the way they're supposed to.

Try Irfanview, this free program is one of the best I have seen that provides a number of features such as:

image viewer of huge range of formats
image format converter (may need plugins)
make a slide show of stored images
