Abnormal win 2000 shutdown

I am running win 2000 (SP4) in an old QDI titanium IB+ motherboard (64MB SDRAM) with BIOS updated to the last QDI versión. The processor is AMD K6 at 233 MHz. My HDD is 4 GB and is half empty. Graphics is Windfast 3D.
My computer has no ATX, and only limited old Advanced Power Management capability. I have a problem in the shutdown process because my computer does not display "It's now safe to turn off your computer" and I have to wait for:
- the system to show a blocked desktop without any icons but the mouse arrow
- the HDD activity red LED to stop flashing.
Then I press the power button.
Please, ¿could anybody help me to configure windows to show the "safe to turn off" message?

Try the Shutdown Patch from http://aumha.org/downloads/shutntdown.zip

This patch has been found helpful with some powerdown and Windows shutdown problems in Windows 2000 and XP. It isn?t the solution for everybody, though.

I tried the shutntdown register patch, but the "It's now safe to turn off your computer" message still fails to appear.
