If you are saying that you have a PC (Not a server) that you want to give other PC users access rights to then whatever you do you do not share the drive. What you do is set aside a folder on the drive and share that. Of course you must have NTFS as the file system and NOT FAT32 as it doesn't have the security to be able to share a folder.
Right-click the folder in question and choose Properties then click on the sharing tab. Click 'share this folder' the share name will default to the same as the folder's name. Click the 'permissions' button. Add in the user's names or use the generic Everyone and set Read & change permissions. Now select the security tab. You'll need to give at least the following permissions:-
Read & Execute
List Folder contents
Read
Write
Now on the client machines you need to open Explorer and select Tools ->Map Network Drive and you can browse the network to select the folder. Check the box 'Reconnect at logon' to make it permanent.
